Once the final results of the police constable open recruitment are announced, the Central Police Academy entry schedule follows almost immediately. Yet at that moment plenty of successful candidates still have military service ahead of them, a semester left before graduation, or a birth close at hand. That is where the question "do I have to give up my place?" comes from, and the answer is that there is a separate statutory procedure for deferring entry and appointment without giving up the result. The basis is the Enforcement Decree on the Appointment of Police Officers — but the deferral is not open-ended, so the ceiling is the thing to understand first.

Between passing and appointment sits the candidate register

Passing is not appointment. Successful candidates in a new recruitment examination must first complete candidate registration (Article 17 of the Decree). Their documents are then screened, only those eligible for appointment are entered on the candidate register, and the register is compiled by the rank to which they are to be appointed (Article 18). Being on that register is the "passed, but not yet a police officer" stage, and deferral is the mechanism that operates inside it. That means failing to register removes any standing to apply for deferral at all. Not missing the registration window announced right after the results is the first gate.

The register's two-year validity is the real ceiling

The candidate register is valid for two years, and the Commissioner General of the Korean National Police Agency may extend it within a range of one year. Deferral of appointment is granted for a set period within the validity of that register, so the maximum time deferral can buy you is fixed right here. Whether the reason is study or military service, the answer to "how long is possible?" comes from this provision rather than from an individual official's discretion. Once the register lapses, candidate status itself disappears, so the first calculation is whether your service period or remaining semesters fit inside that window.

One more point: deferral does not undo the placement outcome. Recruitment numbers are set by provincial police agency, and placement plans are built from ranking. Even with a deferral, the accurate picture is that only the timing of appointment shifts back within that plan. If there is a region you want to work in, that decision was already made not at the deferral stage but when you chose where to apply in the first place.

There are five grounds for deferral

Article 18-2 of the Decree sets out the grounds for deferring appointment or the recommendation for appointment: (1) being conscripted or called up for military service under the Military Service Act; (2) continuing one's studies; (3) having an illness requiring long-term care of six months or more; (4) pregnancy or childbirth; and (5) any other unavoidable reason. The fifth item is open-ended, but it is unrealistic to expect it to carry the same weight as the four grounds that come with clear documentary proof. In practice the centre of gravity is on reasons evidenced on paper — military service records, enrolment certificates, medical certificates, birth certificates.

Note that these are grounds for postponing appointment, not a device that papers over disqualification. Only those eligible for appointment are entered on the register, so if a ground for disqualification arises during the deferral period, candidate status is lost on that basis alone. Holding a deferral does not remove the need to manage your own standing.

What it means that "continuing one's studies" is on the list

For candidates still at university this is the most practical item, because it means passing the exam does not force you to abandon your degree. But a ground being recognised and the full period you want being approved are two different things. An applicant for deferral must attach material capable of proving the ground and state clearly the deferral period they want, filing within the period set by the appointing authority or the authority recommending appointment. Writing the period vaguely leaves that much more room for it to be adjusted. As with the short deadline for registering bonus points, missing the filing window is difficult to reverse.

When the deferral ends, 34 weeks of training is waiting

When the deferral period ends and you enter the academy, training at the Central Police Academy runs 34 weeks — close to eight months, with salary paid during the course. Article 21 of the Decree requires that education and training, including practical on-the-job training, be provided to probationary police officers and to those due to be appointed on probation. When planning a deferral, this 34 weeks has to be added in before you get a real date for standing on the street. If you deferred for military service, for example, the baseline is not your discharge date but the intake following discharge, plus 34 weeks.

Even after training, a year of probationary appointment remains

Article 13 of the Police Officers Act provides that police officers of the rank of superintendent or below are, on new recruitment, appointed on probation for one year, and are appointed as regular police officers on the day after that period expires. It also provides that periods of leave of absence, suspension from duty, and suspension or reduction of pay imposed as a disciplinary measure are not counted towards the probationary period. Sketch the whole sequence once — pass, register, entry on the register, (deferral), academy entry, 34 weeks of training, one year on probation, regular appointment — and it becomes clear where a few months of deferral actually sits in the timeline.

What to check if you are considering deferral

First, complete candidate registration — deferral is a step that comes after it. Second, decide which of the five grounds applies to you and assemble the supporting documents. Third, specify the deferral period you want, in months. Fourth, confirm that the period fits inside the two-year register validity (extendable within one year). Fifth, confirm the filing window and where to submit through the announcement for your intake and the guidance from the provincial police agency you are assigned to.
