Bonus points on Korea's civil service exam get lost twice. Once by earning the qualification after the written exam, and once by holding the qualification but never registering it. The second one stings more. The registration window opens after the exam is over and stays open for about three days; miss it and the certificate you already hold adds nothing to your score. Given that we are talking about 3–5% of the maximum marks on every subject, it is not a detail to leave to chance.

There are two separate families of bonus points

The legal basis is Article 36-2 of the State Public Officials Act and Articles 31 and 31-2 of the Decree on the Appointment of Public Officials. The categories and rates published by the Ministry of Personnel Management are as follows.

• Employment support beneficiaries — 10% or 5% of the maximum marks per subject
• Persons of distinguished service (righteous persons) and similar — 5% or 3% per subject
• Holders of designated qualifications — 3–5% per subject (only one certificate counts)

The stacking rule matters here. The employment-support bonus and the righteous-persons bonus are mutually exclusive — you get one or the other. But that bonus and the qualification bonus apply separately. So an employment support beneficiary who also holds a designated certificate for their job series receives both.

Extra certificates do not stack

Candidates preparing for technical job series often collect several certificates, but only one is counted for bonus purposes. Article 31 of the Decree provides that, in appointment exams for grade 6 and below, holders of the qualifications listed in Appended Table 12 receive marks added at the rates in Appended Table 11, capped at 5% of the maximum marks per subject.

Two things need checking. First, whether the certificate is designated for your specific job series and sub-series. Appended Table 12 lists eligible qualifications series by series, so an otherwise valuable certificate is worth zero if it belongs to another series. Second, rates differ by grade within the same family. Which is why "one more certificate" is worse strategy than "the single highest-rated certificate for this series." The certificate must be earned before the written exam date

The cut-off is not the results announcement and not the registration date. Only certificates obtained before the date of the written examination qualify.

That single line reshapes a study plan. If the last engineering-qualification sitting before your exam publishes its practical results after the written exam date, that round is useless to you. The two schedules — qualification exam and civil service written exam — have to be laid over the same calendar and worked backwards.

The registration window is three days after the exam

Bonus points are not declared on the application form. They are registered separately, immediately after the written exam. The actual 2026 national civil service windows show how short that is.

The pattern is visible. Each window opens on the afternoon of exam day and closes the following Monday night. Exam day is a blur, and by the time the weekend is over the window has shut. Note too that for grade 7 the employment-support registration and the certificate registration fall on entirely different dates.

The countermeasure is simple. When you file the application, write the qualification name, number and date of issue on a single sheet, and block out the evening of the exam for the registration itself.

One subject under 40 and the bonus disappears

Misreading what a bonus is throws the arithmetic off. If any single subject score falls below 40, no bonus points are applied at all. The bonus is not a device for patching a failed subject; it attaches only to candidates who have already cleared every minimum.

So "I have a 5% bonus, I can write off one subject" does not work. The order runs the other way: secure 40 on every subject, and only then does the bonus mean anything. How the subject line-up and question style have shifted in recent years is set out in the two reforms.

The employment support bonus is capped at 30%

A less-known provision sits in Article 31(3) of the Act on Honorable Treatment of and Support for Persons of Distinguished Service to the State. Candidates who pass an appointment exam by virtue of the bonus may not exceed 30 percent of the planned number of appointees (fractions are discarded when calculating that headcount). Beneficiaries under the related statutes — independence merit, veterans compensation, May 18 democratization merit, special mission merit — are counted together toward that ceiling.

The limit does not apply where the number of applicants is equal to or smaller than the planned number of appointees. The smaller the intake for a job series, the more this 30% calculation shows up in the actual cut-off.

Local government exams publish their own rules

Everything above is the national open-recruitment framework. Local government exams announce their own registration channels and dates in each metropolitan or provincial implementation plan, and the range of eligible certificates has to be confirmed in that local notice. Copying the national timetable across produces the wrong dates.

The order to check things in

• ① Start with the Appended Table 12 list for your job series — a certificate from another series is worth zero
• ② Pick the single highest-rated certificate as the target (extras add nothing)
• ③ Work the qualification exam schedule backwards so it completes before the written exam date
• ④ When filing the application, note the qualification name, number and issue date separately
• ⑤ From exam-day afternoon to 21:00 the following Monday, register the bonus (national exams: the Cyber Gosi Center)
• ⑥ If you fall under employment support or righteous-persons status, check that the dates differ (grade 7 uses a separate schedule)
• ⑦ Local government candidates should re-confirm everything against their own province or city notice
